How does position of authority change AOC laws?

Investigating how to pursue a preditor who was a 30 yo married youth pastor at the time. He first had sex with the victim (girl in the youth group) at age 15 after grooming and molesting her for a year but confessed to his senior pastor when she was 17 after preying on her for nearly three years.Happened in Minnesota. Given his position of authority I have heard that the AOC to pursue rape charges was 18. Any help or links would be greatly appreciated.

"Position of Authority" laws differ from state to state. I'd start with taking a look at Minnesota's state laws (http://moraloutrage.net/minnesota-age-of-consent-laws/) and/or speaking with someone from your local police department.
